Use the point slope formula
y-h = m(x-k) where m = slope and (k,h) is a point. m=-2, (k,h) = (-2,7). Just plug in those numbers for k,h and m to get
y-7 = -2(x+2)
simplify if you want to get
y = -2x -4 + 7 = -2x +3
2x + 7 + 3
