Based on your very short "question", I don't know what you're asking. I'm guessing that you're being asked to verify whether or not the point lies on the line? In which case you simply plug x and y into the equation, and see if both sides come out equal.
-8 = -1/3 * 3 + 7
-8 = -1 + 7
-8 = 6
This is not true, so the line would not pass through the point / the point does not lie on the line.
In the future, please be more descriptive with your questions.
