to be parallel to y=2 means a line that's also y=a constant, with no x term
to go through the point (-3,4) means y=4 always. That's the parallel line: y=4

another way to think of this is look at the slope. y=2 has zero slope. Any parallel line also has zero slope. It's a flat horizontal line. If it goes through a point with a y value =4, then it has to be y=4 as the equation for the line parallel to y= 2
