4x = 3y-7 Is the same as the equation 3y-7 = 4x
lets remove the -7 from the y side by adding 7 on both sides
3y-7+7 = 4x+7
3y = 4x+7
now lets divide by 3 on both sides to fully isolate y
3y/3 = (4x+7)/3
distribute the division of 3 to (4x+7)
y = (4/3)x+(7/3)
Now plug in the x values for x...
x = 4
y = (4/3)*4 +7/3
y = (16/3)+7/3
y = 23/3
x = 5
y = (4/3)*5 +7/3
