I am assuming by horizontal intercepts, you mean the x-intercepts since the x-axis is horizontal. What you need to know is that any x-intercept will have a y coordinate of 0 because any point on the x-axis has a y coordinate of 0. Therefore, to find the intercepts, set y=0 (in this case set f(x)=0) and solve for x as follows
0=4|x+2|-9
=> 9/4 = |x+2|
Then you get two equations
9/4 = x+2 and -9/4=x+2
Thus x = 9/4-2 = 1/4 and x = -9/4-2 = -17/4
