I don't see a question, just a statement. I'll assume a reasonable question such as "What was the population in 1950?" That is easy to solve, but it won't not be correct if there is a different question.
Take the statement and make it into an equation. We know the population in 2003 was 22.5 million [call that Y]. Y is the same as the population in 1950 [call that X], PLUS 3 million.
So we can say "Population2003 = 5(Population1950) + 3 million
Using X and Y, we have the equation y = 5x + 3
We know y is 22.5, so lets enter that and switch the sides to put x on the left, then solve.
where M = million people
