If 2 fractions have the same denominator then their numerators must also be equal so in this case

3x^3-8x^2-33x-19= ax^2 +bx +c+d

so a is the coefficient of the x^2 term (-8)

b is the coefficient of the x term(-33)

and c+d is the constant (-19)

so a+b+c+d= -8-33-19.= -60
