Normally, the critical value is expressed in terms of the test statistic (z, t, Chi-square, F, etc.), so there is not enough information to determine the critical value.
However, assuming the p-value is also being determined, in order to have an answer for this question, you could perhaps have the p-value be the critical value, and then the critical value would be p = 0.01. The p-value accommodates for whether it is a 1-sided or 2-sided test.
