It must also appoint a planning committee with three different members. There are 17 qualified candidates, and officers can also serve on the committee. Complete parts (a) through (c) below.

You don't provide a-c; my guess at what they are:
a) The number of ways to have the 4 officers, as order matters: P(17,4) = 17*16*15*14 = 57120 - P stands for permutation.
b) The number of ways to have the committee, as order does not matter; note that officers can be on the committee; C(17,3) = 17*16*15/(3*2*1) = 680
c) The number of ways to have the officers and committee: 57120 * 680 = 38841600
