For these types of problems, you will want to use substitution. Basically just replace any values of x in the equation with the value of x provided in the problem.
f(x) = (1/3)x - 2
f(x) = (1/3)(3) - 2 --> Here is the step in which you do the substitution.
f(x) = 1 - 2 = -1
