This looks like a cross multiplication problem to me. Where you are provided 3 of the 4 answers.
You are told 16% of daily fiber comes from oatmeal; that leaves 84% representing 21 grams of fiber. So.......

21 X
Cross multiply .84(x) = .16(21) Then solve for X by dividing both sides by .84
x = 4 grams of fiber (this is the amount in the oatmeal)
Add that to the other 21 grams and you will see the daily requirement for fiber is 25 grams.
