You have point (3,5) you have slope m = 5/3 if your question is to give the equation of the line that passes through (3,5) with slope m = 5/3 I think I can help if that is your question
Using the Slope Intercept Form
y = mx + b
With the coordinates of the point and the slope you gave
5 = 5/3(3) + b
5 = 5 + b
Subtract 5 from both sides
0 = b
So your line is
y = 5/3x
You can graph your line at Desmos.com to confirm that it passes through the point and see that it does.

Also i have a question for the first part where it says 5 = 5/3(3) + b how did you get that? That part is the most confusing to me and where I am stuck on09/18/20

slope intercept form is y=mx +b——> you are given an ordered pair (3,5) and slope: 5/3 so you replace y with 5, x with 3 and m with 5/3. That is where those numbers came from. Then you just have b and that is the y intercept.09/18/20

So I would begin by using the point slope formula when given a point and slope of a line.
y-y1 = m(x-x1) where m=slope and point (x1,y1)
m=5/3 point:( 3,5)
y-5 = 5/3(x-3) Replaced y1 with 5 and x1 with 3 and
m with 5/3

If you need it in y=mx+b (slope intercept form) then there’s more work to do. (Hint: distribute the slope thru parenthesis then make sure y is alone on the left side.)09/17/20
