Also i have a question for the first part where it says 5 = 5/3(3) + b how did you get that? That part is the most confusing to me and where I am stuck on

slope intercept form is y=mx +b——> you are given an ordered pair (3,5) and slope: 5/3 so you replace y with 5, x with 3 and m with 5/3. That is where those numbers came from. Then you just have b and that is the y intercept.

If you need it in y=mx+b (slope intercept form) then there’s more work to do. (Hint: distribute the slope thru parenthesis then make sure y is alone on the left side.)
