Perpendicular slopes are opposite in sign and reciprocals or flips of one another.
Recall y=mx+b is slope intercept form of a line where m is the slope. Comparing to your line notice your slope is -2 or -2/1.
So the perpendicular slope is 1/2.
Take this slope m=1/2 and the given point (x,y) = (2,3) and sub in to y=mx+b and determine b.
3=(1/2)(2) +b
3=1 + b
2=b.
Now with m and b you can write your perpendicular line by replacing them in y=mx+b, i.e.,
y= (1/2)x +2.
