A. ( The quotient of 32 and four ) divided by ( the sum of one and three )
(32/4) / (1 + 3)
OR
B. The quotient of 32 and ( four divided by ( the sum of one and three ) )
32 / ( 4/(1+3) )
For early math, you may assume that whole numbers are intended. This problem may be a good example of ambiguity.
