The word quotient helps us determine the operation which is division. When dividing you need at least two terms, a dividend and a divisor. Reading the question normally from left to right, your dividend (term being divided) would be a number which we can label as (x). This number (x) will be our numerator in fraction form. The next number is 9 which ends up being the divisor (denominator). The problem wants us to write as an algebraic expression, so all we need are the numbers and an operation.
You really can use any number for the unknown, but I default to x. A possible answer would be x / 9.
Note that we would not need an equal sign because this is an expression and not an equation, we are not trying to solve for x.
