The answer would be a simple solution:

f(x) = 3|x|

If you go to plot it, it would map just like the absolute value function, but the diagonal lines now move up at a rate of 3 units when you go one unit left or right.

To start answering this question - draw out |x| on graph paper. Now, put dots where the new factor of 3 stretching would be. Can you think of a function that would go through all of those dots?
