It Ain't Rocket Science
The standard format for numbering the quadrants is I, II, III, and IV.
Quadrant I is the upper right corner, and quadrants II, III, and IV follow counterclockwise.
In quadrant I, both x and y are always positive.
In quadrant II, x is always negative and y is always positive.
In quadrant III, both x and y are always negative.
In quadrant IV, x is always positive and y is always negative.
You can also just remember this picture:
II | I
----|----
III | IV
Remember that x is positive to the right of the y-axis,
and y is positive above the x-axis.
So, you have probably already figured out that P(9,4) is in quadrant I, right?
