Or, assuming you mean the measure of one angle is 23 times the measure of the other angle...
A+B = 180 degrees
A = 23B
23B + B = 24B = 180 degrees
B = 180/24 = 7.5 degrees
A = 180 degrees - 7.5 degrees
A = 172.5 degrees
