Yes. Standard form of a polynomial means the first term has the highest degree (exponent) and then we order the terms in decreasing order. -14x4 + 2x - 1 has three terms, "-14x4", "2x", and "-1". The "-14x4" has a degree of 4 so it goes first, then "2x" has a degree of 1 so it goes next (notice that there are no terms with degree 3 or 2) and the "-1" has a degree of zero so it comes last.
