Board for savings

If I have 15 people that pay $200 each with 1 person collecting to total once a month how many boards and people will be needed to rotate every 4 weeks?

The question is unclear. What is the meaning of "board" in this context?

trying to see if its possible to put together a group of people (think 240) to create 16 small groups of 15 allowing each group to have 1 person each week collect $200 from 8 other members that will pay in to the one person at top. but my problem is i don't know how to make it residual for each person to get a payout every 4 weeks and I don't know how many people to add or take away so the numbers will work on a rotation of 3 -4 weeks.

If the group has 15 how can "1 person each week collect $200 from 8 other members"? And who is "at the top"?
