Gps satellites travel mid Earth orbits. If mid earth orbit is from 4077 to 26198 miles from the center of the earth, what is the domain and range function?

function is v= square root of 1.24 times 10^2 over r,

where v is the velocity in miles per hour and r is the distance from the center of the earth in miles.

so the domain would be 22,120, right ?

v is the function so its limits is the range. r is the input variable - its limits are the domain. It's hard to read the actual equation you are writing so I can't calculate v for the end points. The domain is r = [4077, 26198] or you can use 4077 < r < 26198 miles.
