Line y=2x+1 is of the form y=mx+b, where b is the slope. The slope of that line is 2.
Parallel lines have the same slope, so the line passing through (2,-1) has a slope of 2.
It's equation so far is y = 2x + b. We need to solve for b. Plug (2,-1) in for (x,y) to solve for b.
-1 = 2(2) + b --> b = -5. So equation is y = 2x - 5
