A doesn't really make sense, because the second half of the twentieth century was when European countries lost control over most of their possessions in Asia and Africa. B doesn't fit either, because humans rights campaigns were often directly opposed to nationalist groups. C appears to be close, but the dangers of globalization weren't really a factor in most 20th century human rights campaigns.
This leaves D as the correct answer. The Holocaust led to the deaths of millions of people, and it happened in part because of global indifference to human rights issues in prewar Nazi Germany.
