I am going to try and explain this without directly giving you the answer. When you think about modern-day Africa, what do you think about? In my mind, I see a few things: indigenous populations, war between cultural/ethnic groups, and very little "Westernized" civilization. When answering this question, consider the powerful countries that were imperial powers (i.e. France, Great Britain, etc.). These imperial powers could have chosen to "modernize" the places they controlled in Africa, but clearly they didn't as the symbols I mentioned earlier are not considered part of the more modern world. Imperial countries took land, resources, and people from Africa, but did they give anything in return? Most imperial countries just left when they finished their control. How would that impact a civilization?
