The manufacturing expense varied linearly with the number of people who worked. If 14 people worked, the cost was $6500. If only 9 people worked, the cost was $4200. What would be the cost in dollars if 20 people worked?

If you let Cost the the dependent variable & People be the independent variable

Then, the 2 points of interest are (14,6500) and (9,4200)

The equation you get for a straight line is Cost = 460(People) + 60

So, if 20 people are working, then

Cost = 460(20) + 60 = $9,260
