Since the line is parallel, the slope will still be -5.
Then substituting the coordinates of the given point for the new line using the same slope will give you the equation of the new line:
y = -5x + b
4 = -5 • 1 + b
4 = -5 + b
9 = b
The equation of the parallel line through the given point will be:
y = -5x + 9
