From looking at your chart I see that 83% of the respondents are female, and of those participants, 10% of them are left handed. The problem is asking you what the probability is that the respondent will be both female and left handed. To find this probability, multiply the two percentages together.
0.83 x 0.1 = 0.083. The problem says to round to write your answer as a percent.
0.083 = 8.3%
There is a 8.3% chance that a respondent will be both female and left handed.
