1) Bromine will oxidize chloride ions is INCORRECT
2) Chlorine will oxidize bromide ions is CORRECT. The reason is that chlorine has a greater reduction potential than bromine, so it is more easily reduced, i.e. easily gains electrons.
Cl2 + 2Br- ==> 2Cl- + Br2 ... Cl2 is reduced and Br- is oxidized
