We're given that X=104 and s=99. μ is the mean being tested in the hypothesis test, which is given in both hypotheses as 100. n is the sample size, which is given to be 24. Plug in the values of X, μ, s, and n into the formula to find the test statistic: t=(104-100)/(99/√(24))=0.198. Make sure to use the parentheses in your calculator like I did, or it will not work.
