cents are normally the first two digits after the decimal that is because there are one hundred cents in a dollar. The key to rounding is to look at the very next number. In this case the third number "6" is the third number. if that number is equal to or greater than 5 then increase the previous number by 1. If the number is lower than 5 then decrease the previous number by 1. Therefore the answer is 27.96 because the 6 increases the 5 by 1 when rounding.
