If you were wishing to put this in the form of an equality, you would take it step by step, as always! Step 1: One plus a number y would look like 1+y and you would place this on the left side of the inequality sign because it is the first part of the statement that you read, just like reading, from left to right! Step 2: This is where it gets tricky! When making an inequality, you can put greater than, less than, or combine one of those with equal to! "No more than" means two things but let's focus on what it CAN'T be! It can't be more than (or greater than) -13! So, we can eliminate the greater than sign and therefore we can't combine that with an equal to sign either! Now, let's look at what it CAN be! It CAN be less than -13 AND it can be equal to -13, just not over -13, like mentioned before! So, you would put a less than or equal to sign! Remember, the open side of the inequality sign, or the pac-man mouth, as I like to call it, ALWAYS eats the larger number! So, since 1+y cannot be bigger than -13, only less than or equal to, the less than portion of the inequality sign would open to -13, the larger number! Step 3: Easy! Put -13 on the right side of the inequality sign and you're set!
