The slope of the perpendicular line must be the negative reciprocal of the slope of the given line, so
m = -(1/-5) = 1/5
y = (1/5)x + b
Use the given point to find b.
3 = (1/5)(10) + b
Solve for b and finish from here. Use this same reasoning to solve similar problems that you posted. (In the case of parallel lines, the slopes are the same.)
