To determine the range, you have to find the vertex. To find the vertex, start with the x coordinate.
c=-b/2a = -10/2 = -5 Now plug this into the equation to find y.
(-5)2+10(-5)+24 = -1
Since a is positive, this parabola opens up. So the range is [-1,∞) or C. f(x) ≥-1
