So you need to think about PEMDAS here and know that you can use parenthasis to our advantage!
If we subtract 11 and 9 to make 2 and divide 8 by our answer (2), we will get 4. Then we can do 4-3 = 1!
Here's how it would look:
8/(11 - 9) - 3 = 1
