Hi Taylor,
As you know the general equation of parabola is y = k ( x - a )^2 + b
Now we know the vertex is (-5 , 8) so a = -5 AND b = 8
so y = k ( x + 5 )^2 + 8 for finding k replace given point (-4,10)
10 = k ( -4 + 5 )^2 + 8
10 = k ( 1 ) + 8 both side minus 8
2 = k
As a result, equation of parabola is y = 2 (x+5)2 + 8
