You're familiar with the place values on the left side of the decimal correct?
Ones, tens, hundreds, thousands, ten-thounsands...
Place value names to the right of the decimal work in a similar ways, only given that they are given fractional names because, well, they're fractions of one:
tenths: 0.1 = 1/10
hundreths: 0.01 = 1/100
thousandths: 0.001 = 1/1000
ten-thousandths: 0.0001 = 1/10000
and so on.
As the 8 is in the second unit value over, that means it's in the hundredths place. That means that its value is eight hundredths.
