I suppose you meant to ask for the time it takes for the population to increase from 26,786,000 to 50,000,000. The equation is
p(t) = 26,786,000 (1.023)t
where t is the number of years elapsed since the population was 26,786,000. To find time to 50,000,000 set p(t) equal to 50,000,000 and solve for t.
50,000,000 = 26,786,000 (1.023)t ⇒
log(50,000,000 / 26,786,000) = t log(1.023)
You should be able to finish from here. Use any base for the logs, as long as it is the same in both places.
