You can set a percent problem up as a ratio:
part = percent
whole 100
Here the part is 5 and the percent is 5. You need to determine the "whole" :
5 = 5
x 100
Since 5 divided by 1 is 5 , then the missing number is 100. (100 divided by 1 is 100)
Therefore 5 is 5% of 100.
