You can approach this problem in more than one way. One way would be to determine how many paragraphs he can complete in one-third of an hour and then multiply this result by 3 for one full hour. (Remember that there are three thirds in 1 whole.)
Since he can complete three and on half paragraphs in two-thirds of an hour , you can determine how many he can do in 1/3 of an hour by dividing 3 1/2 by 2: 7/2 divided by 2 is 7/4 paragraphs in a third of an hour.
For one whole hour, multiply this rate by 3: 7/4 * 3 = 21/4 or 5 and 1/4 paragraphs in one hour
