The question has already been answered by other tutors.
For clarity of understanding, the effective speed of the boat in moving water is a sum of its' speed in still water, and the speed of the moving water itself.
So, going downstream, the effective boat speed is faster than in still water.
On the way back up, it must go against the flowing water. The speed is therefore, slower.
