To determine algebraically if a function is even or odd, you replace x with -x, and analyze the result.
If f(x) is even, then f(-x) = f(x)
If f(x) is odd, then f(-x) = -f(x)
In your case, f(-x) = 3(-x)3 + 5 = -3x3 + 5
This result does not equal f(x) nor does it equal -f(x) = -3x3 - 5
Therefore the function is neither even nor odd.
