Any percent is actually a ratio or fraction that compares a number to 100. To write a percent in fraction form, use the percent as the numerator and the denominator will be 100.
For example, 25 % would be equal to 25/100
Also, you can write the fraction lowest terms if it is not already. 25/100 = 1/4
Another example might be 11%. This is equal to 11/100 and this fraction is already in lowest terms (or simplest form).
