I know that it is false, I just can't figure out what the change in Tuition is

0.76x = cost after a 24% decrease

1.24(0.76x) = cost after a 24% increase of the amount that was decreased by 24%

1.24(0.76) = 0.9424

The final cost of tuition is 94.24% of the original cost, which is a net decrease of 5.76%
