Standard form means that you have x and y on one side of the equation and constant on the other. An example of such would be the following:
2x + 3y = 12
The problem here is that you do not have an equation, but an expression -- that is, there is nothing that the formula is equal to.
At most you can do would be to simplify it. Start by distributing:
2/3 * 3x + 2/3 * 6 - 3
Order of operations has us mult/div first, so we factor out:
2/1 * x + 2/1 * 2 - 3
2x + 4 - 3
Subtract:
2x + 1
