Looks like it might say that the measure of angle 1 + measure of angle 2 = measure of angle 1 + measure of angle 3. In that case, measure of angle 2 = measure of angle 3.
Possibly could also be that (with spacing and ( ) for clarity) m < (m + 1) < 2
and 2 = m and
m < (1 + m) <3
However, these would be contradictory statements, since m cannot be = 2, and m + 1 cannot be < 2 at the same time.
