A percent can be written i decimal form by dividing by 100. For example, 25% = 25/100 = 0.25
4.4% is equivalent to 4.4 /100 = 0.044
Therefore the amount of tax is determined by:
TAX : 0.044 * $3 = $0.132 or 13 and 2 tenths cents
(I would assume you would round to $0.13 or 13 cents)
