Suppose distance from a point to a given segment is defined in such a way that the distance will always be the length of the shortest segment connecting the point to any point on the given segment. Let PQ be a segment in space. The locus of points of distance 3 units to the segment is a cylinder.

Since the locus is in space, it is in three dimensions. The object is a cylinder with a hemisphere at each end.
