Assuming the orange juice concentrate used in both cases is the same:
Person 1: 2.5 cups water (W), 0.333_ cups orange juice concentrate (OJC). Concentration 1 = 0.3333_ OJC/2.5 W = 0.13333_ OJC/W
Person 2: 1.6666_ cups W, 0.25 cups OJC. Concentration 2 = 0.25 OJC/1.6666_ W = 0.15 OJC/W
Since 0.15 > 0.1333, we can see that Concentration 2 > Concentration 1. The second person's OJ would taste stronger.
