"A large Pizza with cheese costs $8 ..." So, this is the cost of a pizza with no extra toppings.
Let x represent the number of extra toppings. The cost for toppings is $0.40*x That makes the grand total:
$8 + $0.40x
"a total of $12 to spend" The pizza must cost less than or equal to $12. Or, you could say, "the cost must not exceed $12.
$8 + $0.40x ≤ $12
An expression is usually written with decreasing powers of a variable (like x):
$0.40x + $8 ≤ $12
