If the length is 3 times the width then we have this:
The perimeter is then w + 3w + w + 3w which adds up to 8w. So, since the perimeter is at most 128 cm, we can say 8w < 128 or w < 16.
We are looking for "the greatest possible value for the width" so w = 16
